The CSB Stage II/CAPP program administers subsidized childcare through a vendor approach, providing full or partial payments for childcare of eligible families. These programs are designed to maximize parental choice in selecting childcare. Parents may select childcare services from licensed centers and preschools, licensed family childcare homes, or licensed-exempt providers. Subsidized childcare does NOT pay for private schooling.
The CalWORKS Stage II Child Care program is limited to those parents who are in receipt of or have received CalWORKS cash assistance within the last twenty-four (24) months. Our California Alternative Payment Program (CAPP) assists families referred by Children and Family Services and some low-income families. Both of these programs support families in their childcare decisions and make timely payments to their chosen childcare providers.
CSB operates in accordance with all applicable state and federal laws governing human service agencies. Directed by the California Department of Education Title 5 regulations, CSB administers the childcare subsidy program on a non-discriminatory basis, giving equal treatment and access to services without regard to race, color, creed religion, age, sex, national origin, sexual orientation, or any other category that is prohibited by law.
Children can be served from birth up till their 13th birthday, or up to age 21 if special needs are verified with appropriate documentation.
The policies contained in the Stage II handbook are intended to outline the responsibilities of parents who receive childcare supportive services from CSB and ensure providers understand the requirements and responsibilities for participation in the program. It is the policy of this bureau to make sure parents understand their options, make parents aware of available childcare resources and upon receipt of required documentation and monthly request for payment forms, provide accurate and timely services and payments to providers.
Our goal is to deliver supportive services to the families of Contra Costa County, where parents can achieve their educational and/or career milestones while their children are thriving in their chosen childcare programs. We will support parental choice and encourage all childcare providers to continue their training in child development and health and safety. CSB will make every effort to accommodate the parent’s choice of either licensed or licensed-exempt providers. However, CSB reserves the right to limit choice to assure the health and safety of the child(ren).
We work closely through collaborative partnerships within the communities of Contra Costa County to inform and empower parents about their childcare decisions. Our staff is trained to uphold the state regulations of these programs and is continually encouraged to attend professional development activities. We perform annual staff reviews and value communication as a necessary tool for success.
